Rich brings 35 years of traffic engineering, transportation planning, and roadway design experience across both the public and private sectors. His expertise includes the design of traffic control devices and pedestrian and bicycle safety features. Before joining Boster, Kobayashi & Associates, his career included serving as Traffic Engineer for the City of Redwood City (1997–2007), Senior Transportation Engineer at TTE in Alameda, and roles at Fehr & Peers Associates, Omni-Means Engineers, and SR Associates, with project work spanning traffic control device planning, roadway network studies, and city-wide circulation planning across multiple Bay Area and California municipalities.
