Julie spent 36 years with Caltrans District 5 in San Luis Obispo, rising from Electrical Engineer (1986) to Associate Electrical Engineer (1991) to Electrical Operations Branch Chief (1998–2022), where she managed traffic signal timing for over 330 intersections, ramp meter programming, and the district's Traffic Management System. Her work at BK&A focuses on traffic signal and lighting design, construction and maintenance, and signal timing.
Julie earned her B.S. in Electrical and Computer Engineering from UC Santa Barbara and is a Registered Professional Electrical Engineer.
